A misconception is being spread,” Kejriwal said, adding, it’s just that the investigating agencies will work independently. Asking “where will you find such angels”, columnist Tavleen Singh said while the investigating agencies themselves are not unblemished, “the Lokpal cannot curb corruption”. Singh, who was speaking at a public Lokpal debate, conducted by Headlines Today, said Parliament is the right place for making laws. Anti-corruption activist Anna Hazare, while responding to a question if he is not indulging in blackmail by threatening to launch satyagraha, said the government, instead of discussing the bill, tried all sorts of things such as making allegations against his team, in order to divert attention. “The government is lacking the will power,” he said. Congress MP Keshav Rao said the government is not opposed to the bill, but the manner in which the civil society members want to impose their will was objectionable.  Tehelka”s Editor Shoma Chaudhury said if corruption is to be rooted out, it has to begin at home. Retailers step up crossborder shopping fight

TORONTO — Local chambers of commerce across the country and the Retail Council of Canada are calling for Ottawa to make immediate changes that would help them combat cross-border shopping.They want the federal government to eliminate the tariffs charged on imported finished goods which, they say, add to the costs that Canadian retailers must deal with when they set consumer prices.It’s latest response to complaints that retail prices charged in Canada are often higher than what’s available for the same product in the United States and it comes as new federal rules for cross-border shoppers go into effect.The Retail Council of Canada has long argued that its members face extra costs that put them at a disadvantage when competing with American stores.The national voice of Canada’s retail sector plus local chambers of commerce in British Columbia, Manitoba, Ontario and New Brunswick are directing their call to federal Finance Minister Jim Flaherty.His latest budget introduced new rules that raise the amount of money Canadians are allowed to spend duty free during most cross-border trips.The changes go into effect Friday.“The government’s decision to increase duty exemptions on goods bought in the U.S. is salt in the wounds of retailers in border communities,” Diane Brisebois, the Retail Council’s president and CEO, said in a statement Friday.“They already face too many obstacles to competition, such as import duties, as high as 18 per cent on sports equipment.”Carolyn Bones, president of the Niagara Falls Chamber of Commerce in southern Ontario — across the border from New York State — said Ottawa needs to eliminate tariffs on imported finished goods.“Tariffs on many finished goods — including clothing, hockey equipment and skates, sporting equipment and footwear and linens — are paid by the retailer to the Canadian government,” Bones said in a joint statement.“Historically, these tariffs were put in place to protect Canadian manufacturers. Massive explosion rocks eastern China

[UPDATED]Chinese state media say a huge explosion at a container port in the northeastern city of Tianjin has injured at least 300 people.The state-run Beijing News said on its website that between 300 and 400 people had been admitted to hospitals in the city, east of Beijing. It says the explosion shattered windows and knocked off doors of buildings in the area.The explosion occurred in a warehouse for dangerous materials, and the logistics company running the warehouse reportedly had proper approval for the business. read more

Russian giant Rosneft buys out TNKBP from tycoons BP

MOSCOW – Russian state-owned oil giant Rosneft strengthened its hold on the country’s lucrative oil industry Monday when it sealed a $61 billion deal, buying TNK-BP, the joint venture between a group of Russian oil oligarchs and a British oil giant.BP, the British energy company that has been widely criticized for its handling of a disastrous 2010 oil spill in the Gulf of Mexico, announced Monday that it had agreed to sell its 50 per cent stake in TNK-BP to Rosneft for $17.1 billion in cash and a 12.84 per cent stake in the Russian oil group.In Moscow, Rosneft said it had also agreed to buy the other 50 per cent in the joint venture from AAR for $28 billion. Rosneft said the deal with AAR is “entirely independent of the transaction with BP.” The Russian oil group said it would finance the deal with its own cash as well as new borrowings.Rosneft CEO Igor Sechin broke the news about the deal Monday afternoon to President Vladimir Putin, telling him that the deal would be worth about $61 billion.“This is a good big deal which is important not only for Russia’s energy sector but for the entire Russian economy,” Putin said in remarks carried by Russian television.Rosneft shares jumped more than 3 per cent on the announcement but rolled back to its morning level of 215 rubles per share, or 1.2 per cent up.BP shares were down 0.3 per cent to 449 pence following the announcement. BP said that it would use some of the money from its deal to raise its stake in Rosneft to 19.75 per cent.Russia is an important part of BP’s business, accounting for a quarter of its oil production. Kapsis also declined to respond to a suggestion from German Finance Minister Wolfgang Schauble that Greece should postpone elections planned for April and install a technocratic government instead. “I have nothing to say in response to Mr Schauble,” said Kapsis. “It is absolutely up to Greece when to hold elections.” Tension has grown this week between Greece and some of its eurozone partners over the conditions Athens has to meet for the next bailout of at least 130 billion euros. Dutch Finance Minister Jan Kees de Jager added to the pressure on Greece Thursday. “We’re back at square one,” he told Dutch MPs. “Greece is in a much worse state than had been anticipated at the time.” When eurozone leaders agreed on more help for Greece in October, the country’s debt was expected to fall to 120 percent of GDP by 2020, which was taken to be the maximum threshold. The new level is now expected to be closer to 129 percent, according to the latest study by the International Monetary Fund. In a new development aimed at reducing this debt, the European Central Bank is set to exchange its holdings of Greek bonds into new notes ahead of a deal for private bondholders to accept a haircut, eurozone sources told Reuters Thursday. The ECB is thought to hold 50 billion euros of Greek bonds, which it bought at a discount. A swap could reduce Greek debt by another 10-15 billion euros. first_imgA Big Lots store had a soft opening last week in the Orchards Plaza shopping center, with a full grand opening event planned for the last weekend of April.The store’s first day appears to have been April 4, according to the distribution date on a regional ad announcing the store, but a ribbon cutting is planned at 8:30 a.m. April 26, with a promotion to give a free reusable shopping bag filled with treats to the first 50 shoppers on April 26 and 27.The event will mark the start of a donation program in which Big Lots will donate $5 to the One Life Food Pantry in Vancouver’s Hough neighborhood each time a member of the chain’s BIG Rewards loyalty program redeems a reward at the Vancouver store between April 26 and June 8.“We are happy to be selected as the charitable partner with Big Lots!” One Life founder and executive director Andrea Walker said in a press release. “By becoming a BIG Lots reward member, and shopping at the new store in Orchards, the community will help to provide 588 individuals right here in our community with much needed, healthy foods.”The Vancouver Big Lots is in the 30,869-square-foot anchor space of the Orchards Plaza shopping center at the intersection of Northeast 76th Street and 117th Avenue. Borough Passes Lower Mill Rate Okays 2015 Budget

first_imgEfforts to maintain a congenial atmosphere during budget deliberations paid off on Thursday evening, as the Matanuska-Susitna Borough Assembly approved the Borough’s  2015 fiscal plan  with minimum debate.Download AudioThere was a definite Kumbaya moment in the Matanuska-Susitna Borough Assembly chambers Thursday night when Deputy Mayor Ron Arvin read the motion.“Mr. Mayor, I move to adopt, I move to set the mill rates at 9.662 area-wide and 0.52 non-area-wide. Ok, is there objection? Hearing none, that passes,” Arvin said.The Mat-Su Borough Assembly stayed well under the Borough’s cap in setting the mill rate for next year’s budget. Mayor Larry DeVilbiss called the next question“So, we have the final motion before us, as amended at least 24 time, or 25 or 26. Is there further discussion? Is there objection. Hearing none, it passes by unanimous consent. Congratulations,” DeVilbiss said.Assembly members for the most part, called the current budget process the fastest in years.“This first budget was an enlightening process, and since we finished it in such short time, it was more like lightning,” Assembly member Jim Sykes said.It took two evenings of debate to get to the final question. The budget was amended 24 times, but the Assembly managed to lower the mill rate while retaining all employees.“And the public was happy. That’s one thing I really noticed,” Assemblyman Jim Colver said. “I don’t know how many budgets I participated in where it was usually clamoring for school money or, I think the level of service or EMS, fire, or roads, schools. The public seems pretty satisfied with the level of service, otherwise, they would have been here.”The spending package is expected to top $400 million when the final accounting is complete.The spending plan includes increases for Mat-Su’s school district, and for emergency response, and includes funding for services like Youth Court and a Sexual Assault Response Team. The Assembly funded outdoor recreation projects and programs from Meadow Lakes to Hatcher Pass, while providing money for flood plain mitigation program information and for a FEMA grant writer to apply for FEMA matching funds.Mayor DeVilbiss has until May 20 to line up his vetoes.“So I’m not going to absolutely tell you there won’t be any vetoes,” he said. “But, I have one question to the school district at this point, and if that’s alright, I don’t see a veto at this point.”DeVilbiss would not say more than that Thursday night.
