Duncan Snaith has joined as head of development, while Josie Cassar will take on the role of head of payments, and Shireen Haddadeen head of CRM. Snaith has spent 12 years in the gaming industry across platform development, lead generation and affiliate marketing and advertising. Cassar will assume responsibility for the day-to-day operations and strategic development of the group’s payments offering. Haddadeen has been working in the industry for nine years and was previously CRM manager at Rizk.com. Brazilian Senate approves sports betting measure

first_imgLegal & compliance Email Address 23rd November 2018 | By contenteditor Sports betting is just one step away from being legalised in Brazil after the upper house of the country’s National Congress approved legislation allowing online and land-based wagering.The Brazilian Senate has approved Provisional Measure 846/18, which formalises plans for the distribution of revenue raised through the country’s national lottery Loterias Caixa (Lotex), after the measure was approved by a committee in the lower house, the Chamber of Deputies.As well as formalising lottery distribution plans, the measure also sets a two-year window in which the Congress could formalise regulations for private operators to enter the market and pay tax on their activities.The author of the measure, Pará Senator Flexa Ribeiro, noted that this would ensure the state could recoup a share of the country’s offshore gambling market, which is estimated to be worth around BRL$4.3bn (£876m/€990m).While elements such as technical regulations and the number of licences permitted have not been set out, Ribeiro has proposed a tax structure for licensees. His proposal also aims to have the Brazilian Ministry of Finance given ultimate responsibility for regulating the sector.Land-based operators will be required to pay 80% of amounts wagered back to players as winnings, and will be permitted to keep no more than 14% to cover costs and to be distributed to shareholders as profit.The final 6% will be divided between a number of social entities, with 2.5% going to the country’s paramilitary National Public Security Force (FNSP), and 2% going to football clubs that allow the lottery to use their branding to promote its games. A further 1% will be awarded to public schools that meet certain targets in national examinations, with the remaining 0.5% going to the country’s social security fund.Online operators, meanwhile, will be required to pay out 89% of wagers as winnings, and will be allowed to retain 8% of the total. The social security fund will receive 0.25% of profits; schools 0.75%; the FNSP 1% and football clubs 1%.Having been approved by the Chamber of Deputies earlier this week and passed by the Senate, Provisional Measure 846/18 now passes to President Michel Temer, who has previously said that he would ratify any gambling legislation that reaches his office. Danish regulator hails success of StopSpillet helpline

first_img Topics: Legal & compliance Danish gambling regulator Spillemyndigheden has hailed the success of the StopSpillet problem gambling helpline after it was revealed that 500 Danes have used the service since its launch.For the first first half of the year to June 30, Spillemyndigheden revealed that 348 calls had been made, though this number has risen significantly since July, with a further 152 calls made for the period to 11 September. “Based on experience with similar guides, we had expected 90 in the quarter, so it is overwhelming that so many have already contacted us,” Spillemyndigheden director Birgitte Sand said.“On the one hand, it would be really good if players or relatives did not have challenges with games. But on the other hand we are of course both happy and proud of the many who have found our way and have shown us the great confidence to seek our help.”Spillemyndigheden added that of the 500 calls, 46% are players and 39% are relatives of gamblers. A further 5% are healthcare professionals, and 10% called for advice on gambling. Men comprise the vast majority of callers, at 85%, with 15% women. However, for relatives calling on behalf of gamblers, women dominate, comprising 69% of callers.StopSpillet did not provide age breakdowns for the updated figures, but for the 348 calls in the first half of 2019, those aged between 18 and 25 made up the most callers (36.9%) followed by 26 to 35 year-olds (23.3%).Linda Lomborg, office manager for StopSpillet, said that going forward, StopSpillet would look to ensure that possible problem gamblers were aware that the service existed.“It’s not a great success in itself to have many calls,” Lomborg said. “For us, the success criterion is that those who need us know that we exist. Conducted by the from the Centre for the Development and Evaluation of Complex Interventions for Public Health Improvement at Cardiff University’s School of Social Sciences, the data was drawn from the 2017 School Health Research Network Student Health and Wellbeing Survey, completed by students in years 7–11 from 193 secondary schools in Wales.The most popular type of gambling activity playing fruit machines in pubs with 4.6% of those who responded saying they had done so. National lottery scratch cards and private bets between friends were the next most common options, each played by 2.9% of respondents, followed by the National Lottery lottery draw itself, with 2.8%.Just 1.2% said they had gambled in betting shops, with no mention of online play.Further analysis based on a sub-sample of 37,363 respondents found significant differences in levels of gambling related to gender and race, with boys and ethnic minority students reporting gambling more often than girls and caucasian students respectively.The data suggested that, when missing responses were excluded, the youngest students in the sub-sample appeared to have gambled the most, with 49% of Year 7s (aged 11-12) claiming to have gambled in some form in the past year.However, with missing responses being most frequent among the Year 7 group, non-gamblers may have made up the overwhelming majority of non-respondents to the question, meaning the youngest cohort may not have gambled as often as older students. The overall prevalence of those who had gambled was also higher in this sub-sample than in the overall age group sample.“Given that a greater proportion of year 7’s had gambled in the last year compared to older grades, further research investigating type of gambling behaviour and age may be worthwhile,” the study noted.In addition, the data from the sub-sample revealed that male students gambled more than female students. It found that 38% of male students and 33.3% of female students said they had gambled, which was increased to 49% and 38% when missing data was excluded.It also suggested that minority ethnic students gambled more than caucasian students, with 37.2% of minority students and 35.4% of white British students claiming to have gambled. Again this increased, to 48% and 42% respectively, when missing data was excluded.Those who felt they did not “belong” reported much higher rates of gambling than those who did not, and reported the highest incidence of feeling bad due to gambling.“Given our findings that students who feel less connected to school were more likely to engage in gambling and experience socioemotional harms, school environment interventions […] which support pupils’ commitment to their school community as a means of removing the need for young people to engage in alternative markers of identity and status through risky behaviours such as violence and substance use may offer promise for reducing gambling,” the study said. Stars noted that the year-on-year result was helped by the fact that it owned and operated Sky Betting & Gaming for all Q3 this year, whereas last year it acquired the business on July 10, partway into the reporting period.Sports betting was by far the main source of revenue in the UK, contributing to $130.0m of market revenue, while gaming also performed well by generating $85.2m in revenue for the quarter.Stars also saw its Australian business, comprising the CrownBet and former William Hill Australia assets, perform well in Q3, with revenue rising 36.4% to $71.2m.The operator noted that Australian revenue growth came despite a year-on-year dip in stakes, which was primarily due to the fact that the operating period last year included the latter stages of the Fifa World Cup. However, betting was still the main source of income in Australia, with revenue up 34.2% to $70.0m.Stars’ international operations generated the most revenue during the quarter, but this figure was down 7.7% year-on-year from $352.4m to $325.5m. Stars put this down to adverse foreign exchange fluctuations and regulatory headwinds in certain markets. The operator said reduced deposits by customers were a result of local restrictions on certain payment methods and ways of downloading its products.All but one of Stars’ divisions saw a year-on-year dip in international revenue. Poker, its main source of income, slipped 10.8% to $189.9m, while betting was also down 13.7% to $18.1m. However, there was slight growth in gaming, with revenue rising 1.6% to $109.3m.Stars saw costs rise across its entire business during the third quarter. General and administrative expenses were its main outgoing, with this rising 25.6% from $267.2m in Q3 of 2018 to $335.5m this year.Research and development costs were up slightly from $11.9m to $13.3m, but Stars was able to reduce sales and marketing expenses from $92.5m to $91.4m.Higher spending hit Stars’ earnings for the period, with the operator posting a net loss of $51.7m, compared to net earnings of $9.7m in the corresponding quarter last year.Operating income was also down by 77.1% from $71.2 to $16.3m, while loss before income taxes widened from $3.5m last year to $41.9m.For the year to date, through to the end of September, total revenue at Stars stood at $1.84bn, up 33.7% on $1.38bn at the same point in 2018. Net loss improved by 72.5% from $70.3m to $19.4m, but operating income was down 7.7% to $171.8m.Reflecting on the third quarter, Stars’ chief executive Rafi Ashkenazi said: “Our third quarter results were robust and in-line with our expectations, supported by strong revenue growth in our UK and Australia segments, which helped offset both the ongoing disruption in certain of our lower-priority international markets and continued foreign exchange headwinds across the business.“We have also made rapid progress in the US following our landmark Fox Sports deal in May, with the launch of our Fox Bet products at the start of the professional football season in New Jersey and Pennsylvania, and some very encouraging early signs from our Fox Sports Super 6 nationwide free-to-play games.”Ashkenazi also noted Stars’ pending acquisition by Flutter Entertainment, with the Paddy Power Betfair owner set to merge with the operator to form a combined business with annual revenue of £3.8bn. In return, the tribe will receive a share of revenue generated from the igaming offerings.“We are excited to announce this agreement with the Odawa tribe, which further strengthens our market access as we work to continue to build our Fox Bet business into one of the leaders in the emerging US online betting and gaming market,” Fox Bet chief executive Robin Chhabra commented.PointsBet has partnered the Lac Vieux Desert Band of Lake Superior Chippewa Indians. Through its 20-year agreement, PointsBet will launch mobile and desktop sports betting offerings in the state, as well as a branded tribal product. But they mustn’t forget about their core player base, the audience heard at various panels at ICE. Joanne Christie reports.In recent years lotteries around the world have focused heavily on digital innovation, in part to increase their appeal to the much-coveted Millennial generation.In Europe, recent years have seen the introduction of annuity games and experience lotteries as operators vie for the attention of the younger crowd. Operators from both the monopoly and private sector have also increased their instant games ranges to attract more youthful players.Some of these initiatives have indeed succeeded in increasing the number of younger players. The fact remains, however, that the core lottery player is still middle-aged or older and that the major sales channel is retail.But is this actually a problem? After all, many lotteries are growing both sales and player numbers. Is it really an issue if Millennials don’t want to play?This was one question posed to a panel at ICE last week in the Modernising Lotteries conference at VOX, with some surprising answers from industry experts.What’s wrong with older players? David McMorrow, managing director at the Scottish Children’s Lottery, told the ‘Lottery: Who plays it anyway?’ panel that the company’s core player base was housewives aged 45 and over and that he was perfectly comfortable with that.“Look, I’d love to get both older and younger people in but the good thing about younger people is that they eventually become older people, so in that way they will obviously mature to become your customers.”He raised another point he said was gleaned not only from his time at the lottery, but also his previous experience working for bookmakers such as William Hill and Ladbrokes. “Typically your younger customer has got less to spend and is probably more infrequent with their spending as well, so focusing on a younger audience is a difficult beast because of the expense of doing that and constantly trying to get their attention.“Whereas once they have matured to older customers, it is actually fairly straightforward to get them signed up to a subscription.”Of the lottery’s circa 250,000 players, about 50,000 have regular subscriptions, said McMorrow.His experience was echoed by myLotto24’s chief strategy and risk officer Blerina Essen, who said the majority of the company’s online betting lottery players were 55 or over.But she added. “Yes, we also have the older audience, however, I still think we should try to attract a bigger player base. l think that obviously expanding your products and expanding your business is not a bad thing.”Fast-paced flavour The panel was generally agreed that younger players were attracted to different types of games than older players. “If you look at the portfolio, we have the instant win games, which normally draw the attention of the younger crowd,” said Essen. “They like the fast-paced products.”Similarly, McMorrow said. “We do have younger players too and they are more likely to play our instant win games online, which probably indicates that younger customers are more interested in that experience, that fun, that immediacy.”Liking different products wouldn’t necessarily be a problem for operators, however, younger players also demonstrate less loyalty, which is a bigger issue, according to McMorrow.“What we find as well is that younger people are more likely to play draw by draw but as a result they can be harder to both recruit and retain. Whereas older customers very quickly go into subscription – they understand the product and want to sign up and subscribe, which is obviously the most lucrative market.”Essen raised another pertinent point about the motivation of the valuable subscription players. “The only subscriptions I can think of and what keeps us surviving is actually the people who normally play birthdays. So if you are playing your children’s birthdays and your grandchildren’s birthdays you would always keep playing just in case these numbers come up.”Playing the charity angle One question posed to the panel by moderator Wendy Lawrence was whether or not emphasising the charitable element of lotteries was vital in appealing to Millennials.In both the US and the UK, various studies have pointed to the Millennial generation being more inclined to give to charities than older generations.Essen said she believed this was important to younger audiences. “The younger generation do things like running marathons or half marathons and they are all linked to charity so they see that it brings something, it brings joy to people. So they perhaps understand that lotteries are not just lotteries.”However, myLotto24 parent company Zeal Network’s venture into pushing the charity angle to Millennials, via Lottovate’s ‘experience lottery’ Raffld, didn’t turn out to be successful.Launching in July 2018, the Dutch lottery aimed to appeal to younger players not only by giving them the chance to win experiences such as city breaks, but also by letting them choose which organisation the charitable portion of their ticket went to. However, it shut down after just eight months.And McMorrow raised another issue with emphasising lotteries’ charitable credentials. “We give a percentage of each pound, which is 28% currently, but that is really difficult to advertise because if you are trying to sell the charity aspect people would somehow expect that 100% goes to good causes, not taking into account things like prizes, expenses, advertising.“People just say that if it’s for charity then 100% should go to charity,” he said. “Where we’ve had to put in the percentage that we give to good causes it has actually been a negative.”Retail reigns supreme Another area that has perhaps been overemphasised is the importance of digital. While admittedly an important sales channel – and indeed the only one for digital-only brands – it’s clear that due to older players being the dominant demographic for lotteries, different sales and communication channels are vital.McMorrow said that while most people in the older generations were in fact tech-savvy, many still preferred to sign up with the Scottish Children’s Lottery by phone or post, or buy tickets in-store.“One of the things with the over-60s is that they want to sign up without an email address, they want to ring someone on the phone and sign up. They also respond a lot more to traditional methods, postal campaigns work really well. You would be surprised by the number of people who would still put all their banking details and pop it through the post.“If you sign somebody up without an email address and go to that trouble, those people are incredibly loyal.”This view was echoed by Yakir Firestane, head of digital at The Health Lottery, as the conference then moved into a panel entitled The Death of Retail.“When we communicate with our customers on social media, on Facebook, on Twitter we realise that it is not that they don’t use digital, they do, they communicate with us through these channels. They don’t use the call centre, they send us private messages, but they don’t want to buy their ticket online, they don’t want to have a subscription, they prefer the route through retail because they get the human touch.”He said while in the UK there was a higher adoption rate for digital lottery sales than in other countries, and that it had grown rapidly over recent years, he felt the market had now reached something of a plateau at a split of about 70% retail and 30% digital.He said there were a number of reasons for the stalling of digital growth, one of which was that it was unable to match some elements of the retail experience. “There is a type of excitement in retail which I don’t think that digital would be able to achieve, at least I haven’t found a way for digital to achieve it. Actually I realised this when we had a focus group and we were talking to the customers.“They said, ‘I prefer to buy retail because I get this ticket and I have it in my wallet and I actually don’t check the numbers for a while, because as long as it is in my wallet and I see that in my wallet I think that might be a million pounds’. I cannot replicate that. There is nothing absolutely nothing in digital that will give that feeling to the customers.”Firestane said the company was happy with its channel split and had learned it was not a good idea to try and push retail customers towards the digital channel.“It is not up to me to tell the customer how they should interact with me. I am grateful for the fact that they do. My job is to be there, to be available in a good state where they want me and when they want me.“I don’t think that our strategy is grow retail or grow mobile. Tsogo Sun looks to igaming amid Covid-19 struggles

This broke down into ZAR5.5bn from slots, with the remaining ZAR1.8bn coming from table games.Tsogo Sun’s Galaxy Bingo hall chain, on the other hand, saw revenue grow 10% to ZAR856m, while revenue from limited payout machines hosted in its VSlots network was up 7% to ZAR1.7bn.Revenue from hotel rooms remained flat at ZAR490m, as did food and beverage revenue at ZAR647m, while the operator received a ZAR110m dividend from its 20% stake in Sun International’s Western Cape casinos. Other revenue amounted to ZAR593m, up 4% year-on-year.The operator said Covid-19 began to affect the business from 15 March, before which trading had been solid. From that date, capacity at its venues was limited, before all properties were closed by 25 March to slow transmission of the virus. The impact of Covid-19 on revenue was estimated to be around ZAR400m for the year, Tsogo Sun added.However, the pandemic weighed heaviest on earnings, through a ZAR2.0bn impairment charge as a result of the closures, and amortisation and depreciation expenses rising to ZAR881m.Gaming levies and value added tax for the year rose marginally to ZAR2.1bn, with property expenses declining to ZAR176m. Employee costs also fell, to ZAR2.2bn, while other operating expenses climbed to ZAR3.2bn and the business realised a ZAR81bn charge related to fair value changes of property.The impairment charges caused by Covid-19 therefore significantly cut operating profit, which fell 67% to ZAR1.0bn. Predecessor l’Autorité nationale de régulation des jeux en ligne (ARJEL) was only responsible for regulating France’s online gambling market.The remit for ANJ will cover the country’s 14 licensed online operators, all online and point-of-sale lottery and betting games sold by Française des Jeux (FDJ), as well as Pari-Mutuel Urbain’s network of retail betting outlets and on-course bookmakers. In addition, ANJ will oversee France’s 202 casinos, with the exception of anti-money laundering and integrity issues, which will remain the responsibility of the Ministry of Home Affairs.ANJ said this represents 78% of the regulated French market, compared to just 11% covered under the previous regime led by ARJEL.A decree formalising the transition of power from ARJEL to ANJ came into effect on 4 March, with ANJ officially becoming the country’s new regulator after it met for the first time earlier today.“The ANJ is not an enlarged ARJEL, it is a new project that requires rethinking regulation,” ANJ president Isabelle Falque-Pierrotin said. “It has to adapt its interventions to monopolies and to players gambling mostly anonymously in points of sale.“I would like to set up a regulation that combines support and control in order to better serve and protect players.”ANJ will focus on four core objectives; to prevent problem gambling and protect children and young adults; ensure the integrity, reliability and transparency of gambling; prevent fraudulent and criminal activities; and ensure the balanced and fair development of games.In terms of enhanced powers, ANJ will have more influence than its predecessor, including the authority to order an operator to withdraw advertising materials and the ability to carry out on-site controlsANJ will also be responsible for licensing operators, including the type of games they offer, their promotional strategies, action plans to prevent fraud and money laundering and responsible gambling strategies, as well as an annual review of their service offering.As to how it will regulate the market, ANJ is finalising new strategies for the prevention of gambling addiction and protection of minors, as well as the fight against fraud, money laundering and terrorism financing. Once complete, ANJ will submit both for consultation with stakeholders.Problem gambling, the regulator explained, was a particularly important focus, noting that current estimated suggested there were at least 1.2m people across the country that were experiencing issues. To address this, it aims to provide more information and services to consumers to keep their play sustainable, and look to track player activity to better identify unhealthy behaviour.This will include a new registration process for the country’s national self-exclusion database, supported by responsible gambling tools. ANJ is due to take charge of the database from the Ministry of the Interior in September this year. ANJ will also meet with financial institutions to set out its new responsibilities and develop strategies to collaborate with banks on fighting and preventing criminal activity. There would need to be seats at the appropriate distance. Let’s all come together and help those around us in need of our support.
