This has helped it through the pandemic to date. The most recent raising was for £93.7m. Last year, it raised £141m.The latest cash will help strengthen the balance sheet. Bullishly, the group has also said it wants to buy attractively-priced properties. Management thinks this will help it emerge stronger from the pandemic. On the downside, the pandemic has pushed up debts, net debt including bank borrowings and finance leases was £836m in April 2020. In the latest annual report, the company also said the year-end net-debt-to-EBITDA ratio was 9.48 times, compared to 3.36 times in 2019.But it does have cash available and I expect the profit and loss to look much stronger once sales lift again.Experienced management teamI think another thing going for the business is that the managers are very experienced and have seen plenty of ups and downs in the economy. Tim Martin has been chairman since 1983. His CEO John Hutson has been on the board since 1996, and his finance director since 2014. This strikes me as a positive sign that the management team is committed, know their industry and work well together.They probably think longer term, especially with the founder still at the helm and being the largest shareholder in the group. My best guess is that once the pandemic subsides and we learn to live with it, Wetherspoons will return to being a profitable, cash generative business, although there’s no guarantee that social life will go back to what it was. The firm is currently a much more indebted business than I would like too, but this is beyond its control. Also, if Martin sells down his holding in the group in the future that could spook investors and push down the share price. So there are a few issues facing the pub group. The results of both exercises will be released on 4:30 p.m. EST on their respective days.The Fed and the FDIC in April jointly rejected the “living wills” (plans as to how banks would enter bankruptcy without causing widespread damage to the U.S. financial industry) of five banks—Bank of America, Bank of New York Mellon, JPMorgan Chase, State Street, and Wells Fargo—which again revived the debate over whether “Too Big to Fail” still exists.The CCAR will test 33 bank holding companies with $50 billion or more in total consolidated assets. For the 2016 cycle, the CCAR will include a severely adverse global economic scenario in which “U.S. unemployment rate rises five percentage points to 10 percent, accompanied by a heightened period of corporate financial stress and negative yields for short-term U.S. Treasury securities,” according to the Fed.The DFAST is a complementary exercise to the CCAR that will “help assess whether institutions have sufficient capital to absorb losses and continue operating during stressful economic and financial conditions over a period of nine quarters. The results of the tests conducted by Federal Reserve supervisors will include data such as projected post-stress capital ratios, revenue, expense, and loss estimates under hypothetical adverse and severely adverse scenarios previously published by the Federal Reserve,” according to the Fed.While they both fall under the category of “supervisory stress tests,” the DFAST and the CCAR are quite different, according to the Fed.“While DFAST is complementary to CCAR, both efforts are distinct testing exercises that rely on similar processes, data, supervisory exercises, and requirements,” the Fed stated. “The Federal Reserve coordinates these processes to reduce duplicative requirements and to minimize regulatory burden.”Earlier in June, two Fed governors announced that the capital requirements for banks would be tougher for this year’s round of stress tests. Fed governor Daniel Tarullo said that the tougher requirements include “a significant increase in capital.” Fed governor Jerome Powell said that he hopes the new requirements will “fully internalize the risk” their size poses to the economy and that he has “not reached any conclusion that a particular bank needs to be broken up or anything like that.” Instead, Powell said the Fed will “raise capital requirements to the point at which it becomes a question that banks have to ask themselves.” Brian Honea’s writing and editing career spans nearly two decades across many forms of media. The Palm Beach County Sheriff’s Office is currently searching for a missing 20-year-old woman.Socheata Blossom Weimer was reported missing on February 26th after she failed to return to a recovery center.Officials say Weimer has ADHD, autism spectrum disorder, and bipolar disorder and has not been taking her medication since she went missing.Weimer’s family also says that she is vulnerable to influence and that she’s been taken advantage of in the past due to her disorder.Weimer is described as 5’2 and 150 pounds. Pre-tax profits at the firm that operates the five-star Lough Eske Castle Hotel near Donegal town declined by 25% to €738,081 in 2013.Solis Lough Eske CastleThe hotel is owned by Donegal man Pat Doherty’s Harcourt Developments which recently obtained unlimited status, meaning the property group is no longer required to file accounts.However, the Irish Examiner reports that accounts filed by Lough Eske Developments Ltd with the Companies Office show that the hotel recorded the drop in profit after revenues fell from €6.87m to €6.75m in the 12 months to the end of December 2013. The directors’ report says “2013 was another positive year for the hotel, turnover decreased slightly but the hotel has still been profitable”. The directors state that although conditions are still challenging in the hotel industry “the company is confident of seeing continuing improvement, with sufficient amount of business already secured”.The profit in 2013 takes account of non-cash depreciation costs of €666,194. Numbers employed at the hotel reduced from 149 to 134 with staff costs reduced from €4.5m to €4.37m.Accumulated losses last year reduced from €7.424m to €6.686m. The firm’s cash during the year increased from €164,223 to €307,680. Gardaí are appealing for witnesses after a young man sustained cut injuries in an altercation on Market Square Letterkenny. The incident occurred at around 12.30am in the early hours of Friday morning.A young man became involved in an altercation with another youth. He received cuts to his arms in the attack, which gardaí believe were caused by a broken bottle. SAN FRANCISCO – California regulators are embracing a General Motors recommendation that would help makers of self-driving cars avoid paying for accidents and other trouble, raising concerns that the proposal will put an unfair burden on vehicle owners.If adopted, the regulations drafted by the California Department of Motor Vehicles would protect these carmakers from lawsuits in cases where vehicles haven’t been maintained according to manufacturer specifications.That could open a loophole for automakers to skirt responsibility for accidents, injuries and deaths caused by defective autonomous vehicles, said Armand Feliciano, vice-president for the Association of California Insurance Companies. For instance, manufacturers might avoid liability if the tires on self-driving cars are slightly underinflated or even if the oil hasn’t been changed as regularly as manufacturers suggest, he said.“When is the last time you followed everything that is listed in your car manual?” Feliciano said.The California DMV declined to comment on its proposed regulations because they’re still being finalized.PAVING THE WAY FOR AUTONOMOUS CARSDetermining liability for self-driving cars is just one of the many hurdles that still must be addressed as dozens of automakers and technology companies expand their tests of robotic vehicles cruising public roads scattered across the U.S. Some of these companies are hoping to deploy their self-driving vehicles in ride-hailing services and eventually sell them to consumers within the next few years.As biggest testing ground for self-driving cars, California is being viewed as a bellwether for how other states might sculpt their regulations down the road.The section addressing the limits of automakers’ liability adopts much of the wording proposed in an April 24 letter to the DMV from Paul Hemmersbaugh, formerly chief counsel for the National Highway Traffic Safety Administration and now chief counsel for the General Motors division overseeing self-driving cars.Consumer Watchdog, an activist group frequently critical of business interests, believes Hemmersbaugh plied the connections he made at the California DMV while working at the National Highway Traffic Safety Administration to insert the clause that could make it easier for self-driving carmakers to avoid liability.“It is the result of the ongoing and troubling federal revolving door between the National Highway Traffic Safety Administration and the auto industry,” Consumer Watchdog officials wrote in a letter sent Tuesday to the DMV and the head of the transportation overseeing the agency.“MORAL HAZARD”Under current law, automakers can still be held liable for faulty equipment or other flaws in vehicles that require a human driver, even if the owners haven’t followed all the maintenance instructions.That would change if the DMV’s proposed regulations go on the books as is, warned the Consumer Attorneys of California, a professional association of trial lawyers.“This language creates a dangerous ‘moral hazard’ where manufacturers are encouraged to create unreasonable or impossible maintenance specifications to shift the burden onto (self-driving car) consumers or the public at large for technological failures,” the trade group wrote in its Oct. 25 comments to the DMV.GM spokeswoman Laura Toole lauded the “transparency” of the DMV’s process. Dozens of parties also submitted comments and recommendations, leaving it to the DMV’s staff to decide which to include in the agency’s proposed rules, she said.RULES FOR ROBOTSIn his April 24 letter, Hemmersbaugh linked his recommendations to concerns that self-driving carmakers might be held responsible for all vehicle problems “without taking into account the acts of intervening parties and other factors that contributed to an incident.”Self-driving cars are being touted as safer alternative to vehicles operated by humans who get drunk or distracted. But accidents are still bound to happen, and some are likely to be caused by equipment defects, said Jacqueline Serna, legislative attorney for the Consumer Attorneys of California. And when that happens, she said, it should be left to the courts to draw the lines of liability.“The courts have dealt with new technology in the past and they are equipped to do it again,” Serna said.The issue could end up in court if the DMV doesn’t revise the current wording of its regulations. Consumer Watchdog says it will sue if the current regulations are approved and insurance trade groups say they may take legal action, too.

A group of six students from the Department of Computer Science and Engineering developed the code for a smartphone application to detecting counterfeit currency. The image processing application which can detect counterfeit currency, can be installed on smartphones and thus used by people at various points to reduce the chances of fraud, a statement said. To address the issue of occupational hazard for people working in the domain of a nuclear-powered device, students were asked to develop a solution for visualising and localising a 3D radiation source along with its size, shape and orientation, given the data on spatial dosage. The 6-member student team proposed a solution based on Boltzmann Transport Equations dealing with the flow of heat in fluids from hotter regions to colder ones. The students solved the reverse Boltzmann Transport Equations using the dataset for a given area to estimate the source location. “This solution is well-suited to occupational workers carrying wearable sensors detecting radiation dose data.”
WASHINGTON (AA) – State Department Deputy Spokesperson Marie Harf Wednesday tackled several pressing issues on Turkey.The Deputy Spokesperson denied media reports that the US has frozen its assistance to the Syrian opposition.“Not at all. Not to my knowledge. No, our assistance continues. Ambassador Ford is on the ground meeting with them right now. That report would seem to be pretty false to me,” said Harf during the daily press briefing. Turkish daily, Hurriyet, reported that the US had halted its assistance to the opposition pending the opposition meeting certain criteria.US still concerned over CPMIEC missile dealHarf concurred with Turkish Prime Minister Recep Tayyip Erdogan that Turkey’s missile defense future was ultimately a sovereign question. She added, however, that the US is concerned by the choice of the Chinese firm, China Precision Machinery Import Export Corp. Ohio State football added another chapter to its own history Sunday evening with the announcement that seniors Garrett Goebel, John Simon, Etienne Sabino, Jordan Hall and Zach Boren will captain the 2012 Buckeyes. Goebel, Simon, Sabino, Hall and Boren were chosen by their peers to lead first-year OSU coach Urban Meyer’s squad, which learned Saturday that it is ranked No. 18 in the Associated Press’ first Top 25 poll of the season. “Announcing who are team captains is one of the great honors I get to do as head coach,” Meyer said in an OSU athletics Sunday release. “We had a number of guys get votes. Four Honduran judges dismissed after having opposed the bloody coup d’etat that toppled then-President Manuel “Mel” Zelaya on Jun 28, 2009, expect to obtain full reparation from the Inter-American Court of Human Rights this week.Former Judge Guillermo López, one of the four, summarized the group’s expectations on Monday, during the start of a two-day hearing at the court, headquartered in the Costa Rican capital.A favorable ruling would mean justice, a goal the judges were unable to obtain in Honduras, López told seven continental magistrates heading the proceedings in a packed courtroom yesterday.When asked about his request to the court, the former judge stated in closing testimony that, “I believe I’d speak of full reparation.”He also sought a return to the bench: “I believe that a key act is to have us reinstated,” he added.A win at the court “would be a very heartening message for all judges in Honduras, in terms of expressing themselves, organizing themselves, and taking part in the defense of institutions,” he said, adding that, “in situations of crisis, [it would go] against the breaking of constitutional order.”He also urged the court to help empower judges “in exercising their rights and strengthening judicial independence.”López suggested a mandate by the court on reforming recent legislation in Honduras that governs a judge’s career, notably the “disciplinary system.”“Reform is urgent and necessary,” because, “if we are reinstated, that very same law, as it is today … could serve to have us investigated again and to have us fired,” he warned. More than half of disabled people who have tried to buy tickets for live music events have had to call premium-rate phone numbers to arrange access, according to a new survey.Four-fifths of those surveyed said they had experienced problems with booking access alongside their ticket, while nearly three-quarters said such barriers had been discriminatory.The results of the national online survey were published by the user-led music charity Attitude is Everything (AiE) as part of its fourth State of Access Report on the live music industry.Of the 53 per cent who said they had been forced to use premium rate phone lines to book access, several reported that this had cost them more than £20 in phone charges.Although the survey results cannot be directly compared – because they were obtained through different methods – they do appear to show an improvement since a survey of AiE mystery shoppers in 2014 found 95 per cent of respondents had experienced problems when booking access and 88 per cent said they had felt discriminated against.This year’s State of Access Report focuses on problems associated with booking tickets for live music events.Publishing the report, the charity also launched a new taskforce, the Ticketing Without Barriers Coalition, which aims to address five key problems encountered by Deaf and disabled live music fans when booking tickets.The pan-industry group includes more than 35 trade bodies, ticketing agencies, event promoters and venues, including UK Music, PRS for Music, Ticketmaster, Festival Republic and Live Nation.The areas the coalition will address include: the need for a single proof-of-disability system that is uniformly recognised and accepted across the UK; all venues and events to provide quality online information about access; more choice and flexibility when booking tickets for fans with access requirements; and a more dependable system for managing access bookings.The coalition will also target the need for “equal access”, so that disabled fans can book access for pre-sales of tickets, VIP and artist meet-up tickets, and when using entertainment gift cards; can resell accessible seats; are not charged to use access booking lines; and can easily book tickets for a personal assistant if they need one.The report concludes that access across the live music industry “remains a mixed picture”.It adds: “Many venues and events have moved beyond basic reasonable adjustments to improve access for customers in impressively creative and collaborative ways.“On the other hand, there are venue and event organisers now being left behind as they continue to enact outdated and potentially discriminatory policies that impact the ability of Deaf and disabled people to access the paid-for services they provide.”Suzanne Bull (pictured), AiE’s chief executive and the government’s disability sector champion for music, said: “Although there has been much progress in making the ticketing process accessible and inclusive, and certain venues and companies are definitely getting this right for their Deaf and disabled customers, we felt that only a comprehensive and truly unified approach would be able to drive through the real and lasting changes that we need. “In 2018, every large-scale music event should be all-inclusive.“Disabled customers should be able to buy a ticket online, they should be encouraged to attend shows with their friends, and not have to jump through undignified hoops when things go wrong.”Sarah Newton, minister for disabled people, said: “Going to a gig or festival is an experience that everyone should be able to enjoy.“It’s therefore incredibly important that disabled people have the right access when booking tickets for live music events, which is why I’m really pleased to see leading businesses from across the music industry coming together to improve accessibility. “We know that disabled people and their households have a combined spending power of £249 billion a year, proving that being inclusive isn’t just the right thing to do, it also makes good business sense.”AiE also announced that it will convene a new cross-sector group that will “exchange ideas and unite around common principles when it comes to accessibility”, across music, cinema, theatre, heritage and sport, and will focus on issues such as the provision of access information, providing evidence of access requirements, and implementing access bookings.Organisations that have already pledged to join the group include Arts Council England, Shape Arts, Level Playing Field, UK Theatre and the Society of Ticket Agents and Retailers.Picture by Joanna Dudderidge
